Cleveland Public Library East Wing Addition

Built in 1923, the Cleveland Public Library’s main building is a five-story, monumental structure adjacent to a 10-story East Wing addition built in 1997. Foundations and basement levels of the addition extend about 13 feet below the basement and foundations of main library building. During excavation, unanticipated conditions resulted in additional costs and time delays incurred by the excavation contractor. The owner filed counterclaims of damage to the main library caused by settlement of existing foundations adjacent to the excavation.  The excavation contractor retained RRJ to evaluate settlement-related claims and assist in the dispute resolution with the owner.  Findings from RRJ’s investigation led to a favorable settlement in which the Contractor was compensated for differing conditions.
